Who Is the True Spiritual Israel of God?

The Central Theological Questions in Romans 9–11 and Galatians 3

The central question is this: If Jacob was named Israel, and Jesus Christ is the fulfillment of Israel’s calling, is God’s true redeemed people defined by physical descent from Jacob or by saving faith in Jesus Christ?

The New Testament’s answer is that salvation, righteousness, and membership in God’s redeemed family are determined by belonging to Jesus Christ—not by physical ancestry.

However, Romans 9–11 also teaches that God has not abandoned His purposes for ethnic Israel.

Let’s examine seven central theological questions.

1. Are All Physical Descendants of Israel Truly God’s People?

Romans 9:6–8

“For they are not all Israel who are descended from Israel.”

Paul makes a distinction between physical ancestry and belonging to God’s people through His promise.

  • Physical Israel consists of Jacob’s descendants.
  • Not every physical descendant possesses saving faith.
  • God’s promise distinguishes His true children from those who merely possess Israelite ancestry.

Central truth: Being born into Israel does not automatically make someone a redeemed child of God.

2. Who Are the True Children of Abraham?

Galatians 3:7

“Therefore, recognize that it is those who are of faith who are sons of Abraham.”

Galatians 3:29

“And if you belong to Christ, then you are Abraham’s seed, heirs according to promise.”

Paul identifies those who belong to Christ as Abraham’s spiritual descendants.

This includes believing Jews and Gentiles.

Central truth: God’s promised spiritual inheritance belongs to those who are united to Jesus Christ through faith.

3. Is Jesus Christ the Ultimate Fulfillment of Israel?

Isaiah 49:3

“You are My Servant, Israel, in Whom I will show My glory.”

In Isaiah 49:5–6, this Servant is commissioned to restore Israel and bring salvation to the nations.

This supports the Christian understanding that Jesus represents Israel and fulfills the mission Israel was called to accomplish.

Galatians 3:16 identifies Jesus Christ as Abraham’s promised offspring.

Consider the progression:

Abraham

Receives God’s covenant promises

Isaac → Jacob (Israel) → Twelve Tribes

The covenant family becomes a nation

Jesus Christ

The Promised Offspring and Faithful Servant

Fulfills Israel’s redemptive calling

All Who Belong to Christ

Believing Jews and Gentiles become heirs according to promise

Central truth: Jesus is the fulfillment of God’s redemptive promises, and believers share in those promises through their union with Him.

4. Does the Law or Faith Determine Who Belongs to God?

Galatians 3:21–26

Paul explains that the Law could reveal sin but could not give spiritual life or make sinners righteous.

The Law served as a guardian leading people to Christ.

Galatians 3:26

“For you are all sons of God through faith in Christ Jesus.”

Central truth: God’s children are justified through faith in Jesus Christ, not through ancestry, circumcision, or obedience to the Mosaic Law.

5. Are Jews and Gentiles One People in Christ?

Galatians 3:28

“There is neither Jew nor Greek… for you are all one in Christ Jesus.”

Romans 10:12–13

Paul declares that there is no distinction between Jew and Greek concerning salvation because the same Lord saves everyone who calls upon Him.

This does not erase ethnic identity. It establishes equal standing before God through Jesus Christ.

Central truth: There is one Savior, one gospel, and one way of salvation for Jews and Gentiles.

6. Has God Rejected Ethnic Israel?

Romans 11:1

“Has God rejected His people? May it never be!”

Paul makes several important statements:

  • God has preserved a remnant of Jewish believers (Romans 11:5).
  • Unbelieving Jewish branches have been broken off the olive tree (Romans 11:17–20).
  • Believing Gentiles have been grafted into the olive tree (Romans 11:17).
  • Jewish people can be grafted in again if they do not continue in unbelief (Romans 11:23).
  • God’s gifts and calling are irrevocable (Romans 11:29).

Central truth: God has not rejected the Jewish people, but Jewish ancestry does not provide salvation apart from Jesus Christ.

7. What Does “All Israel Will Be Saved” Mean?

Romans 11:25–26

“A partial hardening has happened to Israel until the fullness of the Gentiles has come in; and so all Israel will be saved.”

This is one of the most debated passages in biblical theology.

Three major interpretations are:

InterpretationMeaning of “All Israel”
Future national restorationA future widespread turning of ethnic Israel to Jesus Christ
Spiritual IsraelThe complete redeemed people of God, both Jews and Gentiles
Elect IsraelThe full number of Jewish believers saved throughout history

All three interpretations recognize that salvation is accomplished through Jesus Christ. They differ over precisely whom Paul identifies as Israel in verse 26 and how God’s future promises will be fulfilled.

What Romans 9–11 and Galatians 3 Establish

Theological questionBiblical answer
Does physical ancestry guarantee salvation? No. Romans 9:6–8
Who are Abraham’s spiritual children? Those who have faith. Galatians 3:7
Who is Abraham’s promised offspring?Jesus Christ. Galatians 3:16
How are sinners declared righteous?Through faith, not the Law. Galatians 3:24
Who inherits Abraham’s spiritual blessings? Those who belong to Christ. Galatians 3:29
Are Jews and Gentiles equal in Christ?Yes. Galatians 3:28
Has God rejected ethnic Israel? No. Romans 11:1
Is there salvation apart from Christ? No. Romans 10:9–13

Jesus Christ is the true and faithful fulfillment of Israel’s calling. Isaiah 49:3–6, Matthew 2:15, and Galatians 3:16 support this understanding.

God’s true redeemed people are those who belong to Jesus Christ through saving faith, regardless of whether they are physically descended from Jacob.

Calling all believers “the true Israel” is a further theological conclusion. Romans 9–11 does not simply erase the distinction between ethnic Israel and believing Gentiles, and faithful Christians disagree over whether the Church should be identified as Israel.

Galatians 3:26-29 Brings Everything Together

Paul establishes four essential truths:

  1. Through faith in Jesus Christ, we become children of God.
  2. Through union with Christ, we belong to Him.
  3. In Christ, Jews and Gentiles are one.
  4. Because we belong to Christ, we are Abraham’s offspring and heirs according to promise.

The ultimate issue is not whether someone can trace their ancestry to Jacob, but whether that person belongs to Jesus Christ.

And that leads to an especially important distinction:

Being a physical descendant of Israel is a matter of birth. Being a redeemed child of God is a matter of God’s grace through faith in Jesus Christ.

That distinction is explicit in Scripture, regardless of which interpretation of Israel’s future one holds.

Who Is the True Spiritual Israel of God?

The true spiritual Israel of God consists of all those who belong to Jesus Christ through genuine saving faith, whether Jew or Gentile.

Jesus Christ is the fulfillment of God’s promises to Israel, and everyone united to Him by faith becomes a spiritual descendant of Abraham and an heir of God’s promises.

This understanding is supported particularly by Galatians 3, Romans 2, Romans 9–11, and Ephesians 2.

1. Jesus Christ Is the Fulfillment of Israel

Isaiah 49:3 — God calls His Servant “Israel.” In the context of Isaiah 49:5–6, this Servant is commissioned to restore Israel and bring salvation to the nations.

Many Christians understand this Servant to be Jesus Christ, who perfectly fulfills the calling that national Israel failed to fulfill.

  • Israel was called God’s son (Exodus 4:22).
  • Jesus is God’s beloved Son (Matthew 3:17).
  • Israel was tested in the wilderness for 40 years.
  • Jesus was tested in the wilderness for 40 days.
  • Israel repeatedly disobeyed God.
  • Jesus perfectly obeyed His Father.

Jesus succeeds where Israel failed.

2. Physical Ancestry Does Not Make Someone a True Child of God

Romans 9:6–8 — Paul explains that not everyone physically descended from Israel belongs to Israel in the deeper covenantal sense.

Romans 2:28–29 — A true Jew is not merely one outwardly, but one whose heart has been transformed by the Spirit.

The essential distinction is between physical descent and spiritual belonging to God.

3. Everyone Who Belongs to Christ Is Abraham’s Spiritual Offspring

Galatians 3:7 — Those who have faith are sons of Abraham.

Galatians 3:16 — God’s promise to Abraham ultimately centers on one offspring: Jesus Christ.

Galatians 3:28–29 — In Christ, Jew and Gentile are one. Everyone who belongs to Christ is Abraham’s offspring and an heir according to the promise.

The promises find their fulfillment in Christ, and believers share in those promises through union with Him.

4. Jews and Gentiles Become One People in Christ

Ephesians 2:14–16 — Jesus breaks down the dividing wall between Jew and Gentile, creating one new humanity and reconciling both to God through the cross.

Romans 11:17–24 — Paul describes believing Gentiles as wild olive branches grafted into the cultivated olive tree, sharing in the blessings of God’s covenant promises.

There are not two different ways of salvation. Both Jews and Gentiles must come to God through Jesus Christ.

5. What About “The Israel of God” in Galatians 6:16?

Paul uses the expression “the Israel of God” in Galatians 6:16.

Christians interpret this expression differently:

  • One interpretation: It refers to the entire community of believers, Jews and Gentiles, who belong to Christ.
  • Another interpretation: It refers specifically to Jewish believers in Jesus within the larger church.

Both interpretations recognize that salvation comes through Christ rather than physical ancestry or obedience to the Mosaic Law.

Romans 11 also teaches that God has not rejected His people and anticipates a future salvation of Israel, though Christians differ about how that promise will be fulfilled.

6. The Central Spiritual Truth

THE TRUE PEOPLE OF GOD

Jesus Christ

The promised offspring of Abraham and fulfillment of Israel’s calling

All Who Belong to Christ Through Faith

Believing Jews and believing Gentiles

One People of God

Abraham’s spiritual offspring, heirs of God’s promises in Christ

Galatians 3:26–29 • Ephesians 2:11–22

The Simplest Biblical Conclusion

Jesus Christ is the true and faithful fulfillment of Israel’s calling. Those who belong to Him through genuine saving faith are Abraham’s spiritual children, regardless of nationality or physical ancestry.

That does not mean every distinction between Israel and the Church disappears or that God’s promises concerning ethnic Israel are necessarily exhausted. Romans 9–11 requires careful consideration.

But the central truth is unmistakable:

God’s people are ultimately identified by their relationship to Jesus Christ, not merely by their physical ancestry.

As Paul writes in Galatians 3:29:

“And if you belong to Christ, then you are Abraham’s seed, heirs according to promise.” (LSB)

The decisive question is not “Are you physically descended from Abraham?” but “Do you belong to Jesus Christ?”
